Description
I propose an enforced city ordinance that mobile garbage recepticles must be placed BEHIND the residence where they belong (or in an enclosure when not out for pickup). Many other cities require this and the reason is obvious. It is for the good of everybody and everbody's property values. Enforcement could be done the same as a parking ticket. We are fortunate the city gives us the garbage cans as, again, in many places they do not. They are not supposed to be used as part of the landscape architecture or decoration for the sidewalk.

When I lived in Stamford, the trash carter came up to the side of the house, removed the garbage cans from your enclosure, emptied them into truck, returned them to the enclosure.
Since there are many reasons why the above would not happen here, I am just proposing that the blue New Haven trash toters have to be stored behind the house (out of sight) when it's not your trash collection day. Say 6pm day prior, to 6pm day of collection. Or you (property owner) get a ticket. 1st, 2nd, 3rd offense type of thing.
