Description
There is a one to two foot gap at the bottom of the barrier wall almost the entire length of Dover St. It allows noise and "fallout" from the vehicles on I-91 (n/b entrance ramp and roadway itself) into the neighborhood. Either needs to be filled in or dense plantings to fill the gap. There is a steep embankment leading up to the barrier wall full of overgrowth and dead trees. Lastly, at the bottom of the embankment, there is trash & debris piled behind some residences. It all needs to be cleaned up.

In working on getting a sound barrier in another part of Fair Haven a group of which I am a member learned that the City has no role in the construction, maintenance or repair of the barrier along the highways. These barriers belong to the CT Department of Transportation (DOT) and it is their responsibility to repair and maintain them.
The greatest contribution the City can make to this effort is a letter from the Mayor to DOT pointing out the problem and requesting that it be fixed. To expedite this residents should get the information about the problem -- location and how it impacts your quality of life to Alder Rodriguez so that he can request the letter from the Mayor. I know of a couple of instances where they Mayor has written such a letter.
There is a New Haven organization that has helped residents win changes and repairs to the barriers at no cost to resident.
