Communicated to ODOT that their crew, as well as HUCIRP contractor needs to be more careful about locking the gate to prevent transient camp dogs from being able to roam into the Sunset highway. Posting here as I have communicated the same problem to them on April 15th, 2020 on a different gate along this same trail.

453-499 Sw 14th Ave Portland, OR, 97205, USA - Downtownwest side of SW 14th avenue at W burnside St. There was a male panhandler/transient loitering, bags of transient related garbage, syringe caps, and dozens and dozens of non-deposit wine bottles, which probably originated from a transient emptying out a stolen recycling rollbin and taking what they want.
