I have $800+ in suspension and exhaust repair upcoming, which I attribute directly to the Engineering department's lack of action and ineptitude for clearing snow in a timely manner.

I think that you are entitled to sue the City of Prince Albert, particularly if they were aware of the section of damaged road, but neglected to deal with it in a timely manner. Either way, you're point is taken, and I agree that the roads are in awful shape. The winter argument is plausible, but most of Canada has to deal with winter, so the best solution might be to figure out how the other cities deal with road maintenance, and then get to work.
