Flashing yellow turn signal needs to be corrected. Needs to tell you when you can go safely with a green turn signal. Several turn signals around Wilmington are like this. A lot of accident could be prevented.

If it never flashes yellow, you'd have to wait for the green arrow...even when you are the only car on the road. Some drivers want to be able to go when they determine it is safe, others want to be told when to go...it's all about making smart driving decisions. It's unfortunate, but some drivers are way too distracted (cell, gps, food, etc...) or unfit (alcohol, drugs, etc...) to be driving.
Also, the flashing yellow arrow is the same concept as the left turns that go from the green arrow to the green ball, but the flashing yellow arrow is more intuitive as 'proceed with caution' rather than a 'green' ball. Green is typically associated with 'go'. The 'flashing' part of it makes it even more obvious to yield to oncoming traffic.
I still contend that if you feel unsafe making the turn you can keep waiting and the green arrow will eventually appear.

Possibly a small "PROCEED WITH CAUTION" sign could be suspended directly below flashing yellow left turn signals.
