So I agree with you on this; I live in the area and have four kids under the age of seven who already use the park (such as it is and as limited as the facilities are).
Being that I would not be expecting that the town is going to pay anything towards any rehabilitation of the park and knowing that the Doolittle Playscape was put together with fundraising monies and volunteers, do you have any ideas or suggestions as to how to see this through?
It would need to be the will of the people and their money, time and effort too - the town will not cough up the funds.
What are your suggestions?

So I am going to see just how much support there is for this; it is a good idea and I am hoping that others in the neighborhood feel the same way and are willing to get involved.

There is money; the town has no interest in this park or really any other park in town.
It is too late in the season to try to get something started (my opinion); I solicited a few neighbors and put up a Facebook page https://www.facebook.com/#!/group.php?gid=152254041472589 and gotten very little response. I am going to send letters to the entire neighborhood in the late winter (February / March) to really gauge if there is any interest in getting a fundraising committee together and people willing to invest sweat equity.
Without both in abundance this will not happen
