And you have proof of this? Wasn't visiting relatives or just the kids? We had a popup in our driveway that we'd stay in when relatives visited for 2-3 weeks during the summer, sometimes that would happen 2-3 times. It also served slumber party duty, overly hot summer nights etc. I think about 5% of it's use was actual camping.
A recreational vehicle may be parked on private property in an R-1 zone. The unit can only be used for dwelling purposes for a maximum of 14 days. Cooking is not permitted and there can be no permanent connection of water, sewer, or electricity.

Permanent would involve permanent grade wiring or at least permanent type connections, that is an extension cord.
RVs are supposed to be parked on paved surfaces, meaning driveways or streets (provided street parking rules are followed). The mention of side and rear yards is specifically mentioned as an ADDITION normal parking areas and sidewalk blocking goes for any vehicle or trailer already. The lack of even a temporary water connection rules out the dwelling argument.
What's the real story here? Is it blocking your view of watching other neighbors or interfering with using another neighbor's wifi?
