This is a problem on Forbes Avenue directly underneath the highway overpass, as well as between the highway overpass and the railroad track crossing. It looks like an open sewer. Who is responsible for maintaining all of these properties?

The state (specifically, ConnDOT) is not doing the greatest job keeping its properties up to code, so that wouldn't be a surprise.
It sounds like we may need a more coordinated citywide response to bring ConnDOT's behavior into line.
