I pass through the intersection of Sonoma & Tennesee every weekday morning approx 8am & 9am, and the signals are flashing red (4way stop) at that time. Affects all directions of travel (not just "west"). Is there a reason for this? I've witnessed several near-miss accidents due to poor driver understand of driving rules. Thanks.
