shopping carts are left all over town by blacks, mexicans, homeless, and other bottom dwellers too lazy to return them, what would happen if the stores were fined $1000 per cart found off the store property ?? more money for the city to give away and less carts to blight the city !
The store would be forced to install the wheel lock on the carts if it left the parking lot. Seafood city needs to sell the urban shopping carts for private citizen to haul their groceries. Also the working class grocery shoppers who don't own cars can use Uber.
what if the grocery cart user had to rent the cart using a credit card or their cell phone app, for say $100 per use which would be refunded after the proper return of the grocery cart ? no government force required, the profit motive would do the work
