We have the same problem on Pearl st. With the new sidewalks came all new curb strips. There are about 6 locations where the homeowners aren't maintaining.
This looks to be in front of the former Goodfellas before it moved down the street and the closed Sylvias (the NWC of Bradley and State), . Goodfellas has always been good about maintaining their property and aesthetic image. However, since they have moved this no longer is their problem, but the problem of the landlord. The Upper State Street Association contracts with the Town Green Special Services district to clean and maintain the common areas of upper State Street, remove graffiti, etc., but not private areas and not all who benefit from this service are members. I dont think Town Green would have a problem taking care of this once in a while if it got really bad, but the responsibility is that of the property owner. One cannot expect that others should pay for these particular property owners' lack of personal responsibility. Taken to an extreme, having Town Green take care of personal property is a recipe for disaster and unsustainable without appropriate compensation. This is a City of New Haven enforcement issue and a private property responsibility issue.
