I just came home by St Andrews, there are probably 50 people in & around the Plaza, in complete darkness. Can't this public space be closed and locked at night with a fence?

Outrageous. The homeless have no laws.

Those are the laws, but the homeless aren't held accountable like the rest of us and that's the problem. St Andrews Plaza needs to be shut down or cleaned up and closed at night. Why does Oakland keeps wasting taxpayers money on cleaning up the same sites over again and can't come up with solutions.
