They are doing it because they know the cops are just going to ignore them. They are not going to leave because their family lives on 305 east plaza Blvd.

It's tiring because he is very scarry. The homeless guy in the silver car is very nosey walks around and looks at people's property. They also scope around to see what they can take. I know because he parked in front of my house it was so annoying and scarry

while I understand the noise problem one must understand it is not against the law to be homeless..no matter where they go no one wants them there and wants the police and the mayor to do something... they settle in one area and the residents complain so they move to another place and those residents complain. Once the redevelopment starts in that are they will have to move on but then only to another place. The golf course just cut down almost half its trees to chase the homeless out of there..its a problem that has no end

What bothers me is they know the city will just tell them.to.leave but they will come back at night. They are supplied grugs by the yellow 2 story house on D Ave. 1 block from a elementary school. So sad. Why can't they atleast go to the old clinic that is closed or along the freeway. It's getting to a point that someone is going to get robbed. Especially the old people that walk to big Ben. It's not fair to them. Also the kids having to.oass by the church and the people who live in those houses across from the church.

It's obvious it's not AGAINST THE LAW TO BE HOMELESS. But when your paying a damn high property tax do you want them in front of your home watching them shoot up and defecating in front of your kids? I'm pretty sure you don't. Sympathy goes out the door when they don't respect. We leave them alone while they do their stuff but it's not right.

I know it's not against the law to be homeless but when you pay property tax would you want them shooting up and defecating in front of your kids?

And yes I have seen it reported it and nothing done. Atleast they can have some respect for the area

NCPD's HOT has spoken with the pastor of the church, who has given the male permission to sleep on the churches doorstep at night. If the male has permission, then he has the right to stay there and we cannot ask him to leave the church's property. However, sleeping on the sidewalk is different. This area is a top priority for HOT. We understand your concerns and will continue to address the issue.

If something happens then the church will be liable for anything. That's understandable. As long as the pastor allows him on their property they are also allowed to harrase people walking by and be aggressive. I see where he stands.

First United Methodist Church and the owner of the vacant lot should do their part. Another picture of the homeless guy who been screaming and shouting so loud. Other homeless people are still sleeping. I guess if I can't beat them I will join them so I don't need to worry about all the bills and very high property tax. I hope the news or media will feature this so government officials and people will aware of this place.

Have any of you thought to go to the guy and just talk to him? Tell him yourself that he is scaring people in the neighborhood and the kids that are around? I have spoken to him, in a calm manner, asking him to try to keep the noise down and for a while, he was good.Yeah, he goes back there, but maybe talking to him might help? Just a thought.

So if you've talked to him already and he has come back and does what he does so what's the use? In my part I've asked him to not bother the kids that pass by. Especially this young girl and he still bugs her. I hope her parents or dad walk her next time so he can say something to him.

The homeless issue is a problem in National City. It is a nuisance that some homeless people like to linger in established neighborhoods. NC neighbor your suggestion for the homeless to migrate to the abandon clinic in 8th street is an absurd suggestion. They used to settle there and they were asked to leave. A group of people had to come together and clean their mess in the abandon clinic. People walk by there, there’s a stop bus there that people use to get public transportation, that’s not the solution. As long as they don’t become violent and harass people there isn’t much that can be done. They do need help but if they keep denying the help being offered we have to tolerant and keep reporting the disturbances.

That guy is ill he needs to be thrown in a mental institute hes has schizphrenia. Hes a harm to himself and others. He can accept the help or tell him to keep it moving to his familiy's residence. I fear people are going to get fed up and serve some neighborhood justice.

He also harrases the people at the bus stop whether he's at the clinic. The church. Even by his mom's house on 305 east plaza Blvd. Regardless he is sick. He does have a mental disorder. He is schizophrenic. And chooses NOT to take his medication but get high. He is a threat and has been reported 6 times to the actual police department. So I'm asking will the 7th time be too late?

I understand everyone's frustration and I assure you that NCPD HOT is doing everything we are legally able to do in regards to this individual. This male is well aware that he cannot camp on city property anymore and his failure to comply could lead to further enforcement. As for him sleeping on the church's property, HOT cannot make him move as the church allows him there. This is not to say that law enforcement cannot evaluate his mental behavior or determine whether he has committed a crime, but that is on a case by case basis. The church was been given HOT's contact number if they choose to remove him from their property.

When I let the grass grow taller in front of my house by the walkway, I received a love letter from the county. It said that I need to cut the grass because it is a fire hazard. How come they let the homeless people to stay here? Clearly, this is a health and safety hazard to the community. I hope the media or news reporters will feature this problem so people will know what the government officials are doing.

**Update**
The church has contacted HOT in regard to the problems this individual has been causing. Currently, the church management is unavailable for a short period, but once they come back they will work with HOT in handling the male such as removing him off the church property.

It appears that the male has left the property. Please refer this issue again if necessary as NCPD HOT has the support from the church as a result of the male's behavior and disturbances.
