Wow.. another one about six years old... the City of Toronto doesn't own or maintains these transformers; this one is doubtless long-fixed but any issues with them can be reported to Toronto Hydro at 416-542-8000 or online via https://www.torontohydro.com/sites/electricsystem/pages/contactus.aspx
