An option to help alleviate this problem is to have your neighbors join into a Special Assessment District (S.A.D.) to have the alley paved by the City. If a majority of residents in a specific area agree to join, a S.A.D. will be created and funded by the residents affected by the improvements, in this case a paved alley. Per the City's current assessment policy established by City Council, property owners are assessed for 100% of the cost of new street and alley paving, while the City bears the cost of street and alley intersections.
