Thanks Mr. Hannon. This sounds like a problem that should be addressed ASAP. Have you reported it directly to the town yet? To do so, use this link to access the Citizen Request System on the Town’s official website:
http://www.townofmanchester.org/manager/public/public_entry.cfm
Manchester has been responsive when issues are reported directly.
Also, if MDC is responsible for the problem, they'll probably be helpful with a phone call or email as well:

Leave another comment if you can't get through to a person at MDC or you do get through but don't see any improvement in a week.

Sorry - I'm told be colleagues here at the JI that the road is in East Hartford. The EH Public Works Dept. is a watcher in this area and should receive an email, but just in case you should contact them here:

WOW! There was a similar issue on Brewer Street where the MDC dug up a spot to fix something (I don't think they ever disclosed what they were fixing) and never completely closed the hole correctly. Eventually people driving down Brewer Street called the police six or seven times prompting the MDC to come out another five times before the issue was ever fixed. It's a shame when an agency like the MDC fails to get things right so often that taxpayer dollars are continuously wasted fixing the same problems over and over again.
Thanks,

This appears to involve a road in East Hartford not Glastonbury
