Dear Administrator: I am writing to report a public danger that should be addressed immediately. There is a loose steel manhole cover that flips open if you step on it. I was personally injured when I walked across it. It is located at the curb of the house 1700 SE 4 Ave. A child or elderly person would be seriously injured by this public hazard.
