The street is sinking due to leaky water from an EBMUD pipe. It has been this way for years. I would not be surprised if it turns into a sink hole. The street is forming a narrow path due to the erosion from water that has been leaking for years. Please repair the leak and the street before it is a disaster (SINK HOLE).
