Owners of buildings are responsible for what happens inside and outside. All owners have an obligation to maintain the appearance of their property. The owner ultimately needs to appoint and if necessary pay someone to tend to things visible, such as lawns- and trash cans.

and the tenants bear no responsibility??? The owners are not responsible for trash cans... which are assigned to individual units (they have 5 cans....) thus each individual unit is held responsible.
